Parking/Traffic

 

 Parking Restrictions: No automobile or motorized vehicle (including motorcycles) or bicycles shall be parked on any private street of the development. Unless otherwise expressly permitted by the “board”, no automobile, or motorized vehicle (including motorcycles) or bicycles shall be parked or left on any other common area, other than garages and designated parking spaces.

     Residents are defined as owners, tenants and their residing family members. All dependent children, including those home from school for holidays and/or vacations, are defined as residents and are subject to all rules and regulations. This also includes guests whose visits extend beyond 1 month.

       Owners are responsible for their tenants.

     1. Residents are responsible for the actions of their trade’s people while working in their units. Whenever possible, trades people should only park in front of garages to unload their equipment, once accomplished, the vehicle should then be moved to guest parking. If the equipment is not portable and/or the vehicle is a necessary components of the repairs, the vehicle may be parked in front of garage provided that the driver must be available at all times to move the vehicle immediately to allow other residents access to their garages/units and for emergency personnel such as police and fire.

     2. Residents are responsible for their guests and must ensure that they are parked in designated parking areas only. No parking in alleys, fire lanes, in front of garage doors, or in any manner restricts access to another resident’s unit. Any resident failing to comply would be subject to a monetary penalty of $50. There is no warning issued for this infraction which could result in the vehicle being towed away and impounded at the vehicles owner’s expense.

     3. No vehicle shall be parked in such a manner as to prevent access to fire hydrants.

     4. The following vehicles may not be parked in the confines of the common area at any time: boats, buses, campers, motor homes, trailers, panel trucks, moving vans and/or
u-hauls (except for loading and unloading). 

    5. The following vehicles may not be parked overnight (1 a.m. to 6 a.m.) within the complex: Any vehicle in excess of the length of a parking space; any vehicle bearing signs of advertisement; any vehicle containing elements of construction (contracting) equipment, such as, paint cans, ladders, glass, electrical and/or plumbing supplies, landscaping materials, including debris, etc; all vans exceeding 7 passenger capacity; any vehicle without a permit displayed on their rear view mirror or a temporary permit displayed in their windshield.

    6. Vehicles in excess of the length of a parking space may not park in the common areas at any time except for trade’s people conducting business. 

    7. Designated parking spaces may NOT be used for the purpose of storing ANY vehicle. A stored vehicle is defined as any vehicle parked in excess of 72 consecutive hours.

    8. Vehicles may only park in designated parking spaces within the private streets (alleys). (Also refer to No. 4). 

    9. Vehicles may not park in designated parking spaces overnight (1 a.m. to 6 a.m.) without a parking permit displayed on the rear view mirror. Vehicles with parking permits may not park more than 72 consecutive hours in one parking space. Vehicle must be driven at least 1 mile. 

    To obtain a permit, the resident must complete an application form providing information for all vehicles owned. These applications are available at the on-site office and on-line. (on-line applications must be taken to the office with your check for $30). A copy of the current valid California registration of all vehicles must accompany this application. The registration must show the vehicle owner’s address to be within Cabrini Villas. Upon receipt of permit vehicle owner agrees to abide by all rules and regulations.

     There is a $30 per year processing fee for a permit. Lost permit constitutes a $100 replacement fee.

     These permits in no way guarantee a parking space in the common area. Parking is strictly on a first come, first serve basis.

     A second permit may be issued after inspection criteria is met and at the discretion of management. The fee for a second permit is $60.00

     A temporary parking pass maybe issued, if necessary, pending information (or updating the address on vehicle registration). Temporary parking passes must be obtained from the office Monday through Friday, 7 a.m. to 5 p.m. Temporary parking permits will be valid for no more than 7 days. Upon receipt of a temporary parking permit, the recipient agrees to abide by all rules and regulations. 

 A resident may obtain a temporary permit for:

a.      People moving in or out, that may need time to get settled or to change addresses on vehicle registration.

b.      May be issued at the discretion of the office and/or a duly appointed representative of the board for special situations.

c.      Temporary parking permits will be filed with the office and a refundable deposit of $10 is required to secure permit. The temporary permit must be displayed on the inside windshield of vehicle whenever the vehicle is parked in any common area.

     d.  Upon receipt of permit vehicle owner agrees to abide by all rules and regulations.

 A temporary parking permit does not guarantee a parking space in the common area. Parking is strictly on a first come, first serve basis.

     10. All Vehicle repairs are prohibited in the common areas at all time. Only minor repairs necessary to enable the vehicle to be moved will be permitted. In no event, may a vehicle be in a state of repair for more than 24 hours.

      11. Any vehicle leaking oil or other fluid stains in common area is subject to fine. Repeated offense by said vehicle will result in suspension of guest parking privileges. The association has the right to remove any stains after failure to correct the problem and charge the homeowner for clean-up costs.

     12. A vehicle may occupy only one designated parking space.

All infractions are subject to a monetary penalty of $50. Infractions may result in the vehicle being towed away and impounded at the vehicles owner’s expense.

Please note:
 Speed limit in Cabrini private streets (alleys) is 5 mph
 Speed limit on Cabrini Drive, Cabrini West & Scott Road is 25 mph.

Please obey stop signs including, but not limited to Cabrini Drive & Scott Road and the all way stop on Cabrini Drive & Cabrini West.

Traffic violations are subject to a city citation issued by LAP.

Due to limited parking spaces available to homeowners and guests, all residents are encouraged to utilize garages provided for in each unit to park their vehicles.
