Minutes Of The Meeting

Convened at 7:30 PM

Present:
Michael Eastman - President

Absent:
Edgar Khalatian – Vice President

Paul Policarpio – CVHOA General Manager

Jeanne McDonald – CVHOA Legal Counsel

Aram Khoulatian – KCE Matrix Prinicipal (Microbial)

John Ferusha – Comcast Static IP Representative

David Abramian – Response Net (Video Surveillance)

Committee Reports:

Reports submitted by the following committees:

 Architectural - Financial - NWEP  

General Managers Report:

1) Four (4) irrigation timers need replacement. These items are funded in the reserve.

2) Annual audit report delayed because of the failure of the office of Mr. David Lira to respond to auditor’s request for information relating to RESG Lawsuit.

3) Homeowner involved in the reimbursement of $ 1006.00 make no attempt to show desire to settle obligation with HOA. Board agreed to pursue via Small Claims Court to recover repair cost to common area damages.

4) Pending KCE Matrix proposal cleared by legal.

5) Community sign vendor reported inability to acquire building permit to erect community sign with LED capability. Vendor will satisfy correction notice for further review by City Inspector.

 

Motion: 

Accept the KCE MATRIX Proposal to provide environmental engineering, remediation and consultation service for the construction defect project. Board granted authority to Board President Eastman to sign contract.

Motion:

Accept Multi Cable, Inc. Proposal for the installation of cable wiring around pool equipment houses to install DSL routers in order to implement Keyscan and Video Surveillance software.

Motion unanimously carried. 

Motion:

Approve the Satellite Dish regulation suggested by Atty. Jeanne H. McDonald. The satellite dish provision will become part of the Architectural Control Policy of CVHOA.

Other Matters: 

1) Three gutter project proposals submitted to the Board for review and discussion.

2) Board commissioned legal counsel Jeanne McDonald to prepare new election procedures and guidelines for the upcoming Board election.

Board interviewed each trade representative on the subject of their individual expertise and asked for clarification on matters related to each proposal.

Motion:

Accept proposal submitted by Response Net pending amendment of contract amount arising from Board request to include 2 PTZ cameras. Board will vote on the final agreement via email.

Accept proposal presented by Complete Professional Construction, Inc. pending submission of legal form contract and review of CVHOA legal counsel.

Other Matters:

Response Net offered the Board to present a live demonstration of camera's capability. GM and David will work on the scheduling details.
